Preparing for an Accessibility Risk Review in the Procurement Process
In alignment with the IT Accessibility Policy UC Irvine has integrated an accessibility risk review into the procurement process. To facilitate the accessibility risk review, it is recommended that departments take the following steps prior to submitting the requisition in UCIBuy+ (Campus) or ZipHQ (UCI Health).
- Be prepared to answer the following questions in the procurement system:
- Does this product or service involve IT (website, software, equipment, etc.) that users will need to interact with?
- Will there be more than 10 individuals using this product or service?..............☐Yes ☐No
- Will this product or service be used by members of the public?........☐Yes ☐No
- Will this product or service be used by known people with disabilities?……........☐Yes ☐No/Not at this time
- Please confirm that if any user encounters an accessibility barrier, your department will work with the user to provide an accommodation and will at that point also submit an Equally Effective Alternative Access Plan (EEAAP) to the ADA Coordinator ( ada@uci.edu).……....... ☐Yes, I confirm. ☐No, I do not confirm.
- Does this product or service involve IT (website, software, equipment, etc.) that users will need to interact with?
- Request the supplier provide one of the following:
- Accessibility Conformance Report (ACR), sometimes referred to as a Voluntary Product Accessibility Template (VPAT),
- Higher Education Community Vendor Assessment Toolkit (HECVAT) or
- UC Procurement Accessibility Questionnaire.
The report should have been completed within the past 12 months, address WCAG 2.1 AA conformance, and refer to the current version of the product. [Q: What is an ACR? A: It is a completed VPAT.] - If the purchase includes any Terms and Conditions, take the following steps:
- Incorporate the UC Terms and Conditions (4/1/2025); or
- Include Article 11.6 of the UC Terms and Conditions (if not in supplier’s version or the invoice or order form).
